1º The game is becoming more and more like Fortnite because they start to create skyscrapers and meaningless bases.

  • Just add a resource limit to trucks.

2º You should also add a limit to kits. 20 guys with RPGs make NO FUCKING SENSE. They don't even fight, they just fire missiles, redeploy, and fire missiles again.
And the same with other kits, 30 guys with one-shot Snipers is a huge imbalance.

  • A Game Designer is definitely needed to balance the game.

I mean, one thing is to protect the HUB and another thing is to build a city around the hub.

Game is definitely very unbalanced, but these small towers don’t make it Fortnite. Unless it was 5x higher tower, but that takes a lot of effort.

Don't play on the allkits-cheat server. Those factions are for the training grounds map for players to review all of the weapons with, not for servers.

Unreal lets you test content before uploading it to Steam Workshop, that's what PIE Server/Client is for. It's a waste of money

If that is not the final content, it would be best to close the test server so that there is no imbalance.

unfortunately, it is generally the server that gets the most population because everyone wants to go trolling with the RPG spam.

Something similar happens in my country's government; the fault lies in having too many ministries.
I'm just saying that a better hierarchy over game control would be helpful. That way, you could manage the content better.
A few weeks ago, I tried to help with the kit issue and making a new Kaminake drone kit, but even the documentation is a pain.

Take a step back and imagine another user like yourself with a slightly different opinion, now iterate that hundreds of times and realize that no one option will fully satisfy them all, except if you have 10 different versions of the game for 1000 users you can have 10 different servers with 100 players each in a idealized version of this example. The real world is more complicated and instead players will aggregate to the most "fun" and "popular" current version often associated with ease of use and access of in game utility, but you can have more serious and designed iterations with their own followings. For better or worse, you can't do this in most other games and that's the difference of offering a unique experience.
