#DSiWare ripping / .BINC file?

I'm trying to rip sprites from a DSiWare game (namely, Mario Clock) and I have absolutely zero idea what to do here. Everything seems to suggest the relevant data for what I want (sprites) is in some "nitro_assets.binc" file, but literally Nothing has information on what a .binc file is, and none of the tools seem to recognize it. What am I missing here?
