Why does my discord wallet exchange balance show a zero balance? or am I missing something or misunderstanding how it works? I’ve staked 9k+ PLSR so far.

Exchange Balance refers to the total amount of PLSR you have locked in #plsr-ltc sell orders. If you haven't set up any sell orders, then the Exchange Balance will be zero. It is separate from the Stake Balance, and coins locked in sell orders do not accumulate staking rewards.
