The last I heard, they couldn't, but if someone without pro wants to test it, I can easily provide a testing link.
They are also VERY resource-heavy so it's just generally polite to warn people on that level as well.

Notes: Purely Face Decals.
Tips: Make sure all other layers are done first: blush, freckles, eye shadow (bottom turned off), etc. This takes 3 layers, and they are on top of facial structure.
Layer 1) Streaks Makeup. Turn off the upper eye part, and then color the cheek streaks lighter than your base skin tone.
Layer 2) Streaks Makeup. Turn off the upper eye part, and then color the cheek streaks whatever your skin color is. Crank the roughness WAY down to up the shine for the appearance of wetness.
Layer 3) Thin Smudged Liner. This is a darker-ish color on the top for wet eyelashes, and a pinker tone on the bottom for that puffy-eyed look. Shiny.
