So you want a single-shot sniper rifle with reduced velocity
Interesting thought, but I think the best thing we'd have is the carl-gustaf launcher which has much reduced explosion blast (armour piercing projectile) but deals more damage against armoured targets and vehicles and large dinosaurs (basically deals lots of damage on direct hit, single shot, low explosive to affect targets that are right next to the impact point)
That's how they did it in Battlefield 2042
