That would be why

It's a vanilla enchantment tag, a list of enchantments that can appear in the enchantment table

If an enchantment isn't included in it (inluding a custom one) then it doesn't appear.

You can add your enchantments to it by just making a tag with the same name and location as the vanilla one, that contains just your enchantments, and has "replace" set to false
