I aggroed the Angels flying around Exodus Station, and while fighting them, I used the tram to keep distance and keep them in a line. One of the Angels fell onto one of the concrete support pillars. I'm not sure the physics involved, but I cannot dismantle it, the prompt will spam between visible and not. I tried to ignore it and just use the tram to get over, however the tram is now completely stuck, and can't go either forwards or backwards.

like find a way to get down on its level. or find something to push it with off that area

Yep, physics involved. You will have to grind it away or load an old save.
I had similar when one got stuck underneath an elevator, had to kill and grind it.

The position where you can grind down the body was bugged out, and was spinning rapidly. I went down to dismantle, and the hitbox for it launched me into the air if I got to close, otherwise the dismantle prompt was spamming so I couldn't dismantle long enough to actually dismantle it completely
