on the boat are mooring posts similar to the tubing for electrical/fuel/water etc. if you attatch them to the docks at the places that look like plates with rings, it does exactly this. i do think it would be nice if we could pick it up off the deck and shoot it at the mooring rings tho, rather than leaping the gap to do it manually

Yea its already in the game just you have to click on them and jump over then attach them. They pull the boat in snug up against the side.

Docks' multiple mooring points combined with their railings give you considerable control over how exactly your ship is positioned. An automatic mooring feature would take that away, actively harming the play experience.
