Can't inherit character ???

As title says this was an account from before reborn which was transferred.

The webpage says I have this available and should be able to make a character on and transfer the legacy over to it but the option never appears..

Guess at least I didn't lose my main account though..

If you meet the eligibility requirements for the Celebration Return Server, the reservation page will display the relevant resources available for inheritance.

from my understanding the way it works when I create said character an option should show up saying to transfer data to new character but nothing is showing when doing this only makes a new character..

I would like to report the option now shows for me.
