well problem is video plays for me bad so hard to follow but am under impression something went wrong with charm effect or charm and some other effect applied together bug out things and well this happens.
And way key frames, codec, codec settings, H.264 vs H.265... lots of small things can make video play smooth or not who is going to think about all that.
