#Crisis rally shop reward. Why does the losing side get better rewards?

Hello, firstly I am not sure where to post this one. Regarding the crisis rally, looks like the rewards for the defeated are better than the winner.
For the winner, you get 10 R-legendary and 50 legendary shards.
While if you lose and get at least 1,2 million medals you can get 5 R-legendary, 25 legendary shards (from losing shop) and 10 R-legendary plus 50 legendary shards(from best of the defeated shop). So in my understanding, the losing one can get a total of 15 R-legendary and 75 legendary shards. This is more than the winning side🤔. Please can you confirm it. Thank you

I don't think they're cumulative
just like you can't combine Bronze, Silver, and Gold in the Season Shop if you're Gold
That said, it's not explicitly stated.

You will only get access to one shop.

Both the winners and qualified losers get the same rewards 🙂
