This effect is working as intended.
After selecting the Inspiration — [Flame Stratagem], when applying Flames, an additional stack of Chorak’s [Flames Ablaze] will also be applied to an ally with the Wild role. After unlocking Inspiration Lv.2, this effect can stack up to 2 layers. Chorak’s own Flames Ablaze effect can stack up to a maximum of 25 layers.

The tree skill discription should be reworded to reflect that since without i2 on Chorak that part of skill doesnt apply. Also, 2 stacks of Flames Ablaze is low...
