You need to inherit your old account. Start playing with a new account, go to Character inheritance and then inherit your old stuff.
If that doesn't work best would be to provide screenshots and ID from your old account.
Also a major factor would be where you're from since US had been disabled for some time
I'm form Thailand I inherit But there is no character list to choose from.

Additionally, please allow me to clarify:
Only characters that have been inactive for the past 14 days are eligible for valuation. If the character meets the requirements, it will appear in the valuation list.
After a successful valuation, you will need to create a new character within 7 days and claim the valuation rewards through the event page.
I can't remember my ID. I only remember the email I used to sign in. I haven't logged in for 2 years. If it doesn't work, I'll give up on it. I only have this picture that I used to buy the pack.
You can log in to the game using the email address you used to register to view your Character ID.
(Please click the [+] icon in the upper right corner of the game screen, then click [Avatar] to view the character ID at the bottom of the character information page.)

I want to inherit my old account but it doesn't let me choose a character, so I entered my old email address.

May I confirm whether you are trying to inherit your old account’s resources, or you actually want to perform an Account Valuation?

If you want to inherit resources, you can go to any new season server, create a new character or use an existing one on that server, and then use the event entrance to inherit any characters that haven’t been inherited yet.

If you want to proceed with account valuation, the following conditions must be met:
The account being evaluated must not have logged in for 14 consecutive days.
The valuation page will display all characters that meet the requirements. If a character does not appear on the page, it means that the character does not meet the valuation criteria.
