I feel like Lucien (also Vinyara) got a significant nerf in PvP when the frozen debuff got changed from being a control debuff to being what it is right now. In most situations this change makes his battle skill really insignificant now because when he uses it the enemy with highest ultimate energy obviously is already basically ready to cast. Was it a general consensus that he was just too strong and that's why he got this indirect nerf or was it actually not intentional? His passive is very good to counter fast teams with control and ultimate reduction at start of battle but with addition of Tiamat who for some reason has only 9s initial cast time even that is significantly reduced in impact.
My suggestion is to change his battle skill (also Vinyara's kit by the way) from inflicting frozen to inflict stun (or taunt) to change him back to what he was originally meant to do - counter opposing speed teams.
