Clear stage 8 in normal mode and clear all stages in normal mode are in the acheivements. So achievements are not only for challenge mode. All fortresses are activated we should get the reward. But i didnt get it either.

Bonus Dispatch requires all functions to be activated before you can claim the reward. You can check again after activating all functions to see if you can claim the reward.

It still doesn't work. My Sutha does activate it and I use Lossenia which also activates the 2nd and still doesn't work.

It says in your screne that the dispatched hero on the ship has to have talent level 5 (was the same in s1 btw 😉 )
