The talent from Gillian should give everyone hit recovery, which means heals over time and it should enable the Horn. However, not only does it not give the boost from the horn, but I don't even see the Hit Recovery being placed either. I'm not sure if it's a visual thing, or it's just bugged.

did you check the info column during a battle? It will tell you which buffs and debuffs your team, as well as the enemies receive while in battle. That way you will know for sure if it is happening or not.

You can view real-time combat status by clicking the exclamation mark in the upper-right corner of the battle screen. Please note that Hit Recovery requires taking damage to restore health.
