Error 28. Stuck at "verifying... 7.8%"

Always got the following error response. Aways have proxy turned off. Any fix?

Now it's stuck in this "preparing to download updates12%"

Ok so apparently I need to download 8.5 GB of updates afterward, what happened?

Already fixed. The first is network problem, the second is corrupted file. After the download is finished and I used working network it's working normally.
