I have no idea if this is a bug, but the cooldown of "sky code treaty" is triggered even though no debuff has been removed.
You can see this easy in Vortex: if using the Ultimate from Adolphus after the Boss debuff the team, Adolphus cleanse only 4 /5 team members ,because of his Battleskill, which provides a shield. As you can see in the second screenshot, the debuff was removed from everyone except Adolphus.

I took a screen recording of this Sky Code treaty mythic piece not working correctly especially with Felosia. I've noticed that if the heroes already have a shield and the CD has not been activated it does not remove any debuffs but still triggers the cooldown.

I also took this one with both Garius with Gate keepers and Felosia each wearing a piece of Sky Code treaty gear and it wasn't removing the debuffs from Ravatrix.

thx Strifer, Auster get shield from battleskill Felosia, then get an Attackdebuff, then Felosia use ulti and not cleanse the debuff, because her battleskill shield triggered the CD beforehand

For the first screen recording in Flame Domain it was between 12:30 AM and 1 AM CST or 5:30 AM and 6 AM UTC if my conversion is correct. The second recording was on July 31st at 9:39 PM CST or 2:39 AM UTC.
