I would like to ask if there is a possibility that this artifact does NOT provide additional haste. When I equip the artifact, it does NOT change skills cooldown.

The "text effects" dont Show pre-fight as they are no "fix stats" but thex work, you can test it easily on the Dummy in Camp with a stopclock 😉
