Hello Flora, it seems that the issue is in the description. It says "activate tier 2 talents for heroes" what it doesn't say is that the heroes need to be legendaries

This can definitely be misleading and cause people to waste resources.

When I upgraded Garius and the traveler to tier 2 talents.. it didn't work but the minute I did another legendary hero it did.

I have the same problem, but when I activate the third legendary hero, it is still 2/3. I suspect it is a bug. And there is a talent missing in the arena. I don't know if it is related.
