It does not fix the problem on PC though

same problem, they "fixed" the issue made another problem lmao
It is bigger problem then I thought. It blocks all mails from reaching the player. This needs to be fixed very soon.
I can confirm I have the same issue and I'm on PC. The issue does not happen on my iphone or ipad.

In addition, regarding the issue with the skill scrolls not being retained correctly, we have sent compensation via in-game mail. Please log in to the game to check the amount sent.

If you still get the message "Restart the game..." You can use "Claim All" when you receive an email with rewards (like the one from the arena)
So what to do to make it updated to latest version if even reinstalling game does not work?
