I tried after restarting Steam, nothing changed...

Same here ; even did Resource update ; Verify integrity files on Steam ; relog into steam ; sign out sign in and game again over and over still shows Restart game no latest mails

Try log in on phone or tablet instead of Steam. It worked for me ๐Ÿ‘
