2 days ago I reinstalled the game on Steam and now I can't find my old character. After the Google login I can't change my Target Plane - there is only 1 with chinese symbols. When I enter, I can only create new character. I'm sure that this is the right account and my Steam region is EU. Also can't see my ID - tapping the dice does nothing.

Please ensure that you are using the correct third-party account. If you log in with the wrong third-party account, it will not be mapped to your target account. If you have tried multiple times and still cannot access your main account, please send me a direct message and provide the following information:
a. Account creation date and last login time
b. Device used to create the account
c. Common login region and registration region
d. Screenshots of the first purchase and the most recent three transactions (including order number, date, purchased items, etc.):

i have the exact same issue. after additional isolation the issue is isolated to only 1 of my devices ( windows pc) on steam. all other devices are working fine which most likely means that there must be an issuer with the verification method that windows are using on specific devices. ( not using any vpns or 3rd party programs and issue started completely at random , i never uninstalled the game. )
