Hard to tell if its a bug or only Lack of knowledge without providing more Details. But most likely its lack of "read and understand the skills". If its really a bug, ill apologise 🙂

How much accuracy (which is needed for applying debuffs) do you have? You can look up the needed threshold for every stage.

Well I have 113+ accur.... And debuff of attack pena, armor pena, buff probhit, recharge and healing tooo.... Please help I will share screenshot of my hero and their equipment
