Vortex x10 Speed

I have had issues with the x10 speed on vortex, fey and openworld bosses last season, but this season it just doesn't work at all. Any ideas what may cause this?

I am running the game on steam on a laptop windows 10, 16GB memory and intel iris GPU. My system resources are way below 50% usage

I am not sure if this is my role ID 2269962571623366656, below is a sample recording, I changed the speed from x2 and x10. I have place on screen performance stats for my system so you can see resource usage.

As the file size limit is 10MB the recording is quite short. It takes 12mins to run vortex that only runs for 10mins

The fact is, the speed does not increase throughout the entire battle and it takes over 12 minutes to complete EVERY vortex run
