How could this be a network problem if when playing on phone on exactly same network (using wifi while PC is on cable) there was no such problems?

Have not met this problem since I build new PC so far. However I'm 100% sure any network problem was nor on my side - if anything I would advise you to investigate possible problems on the Steam side. Or better yet, drop Steam for standalone PC version, as this has never had any such problems.
