Manda is wearing Cyril set, which give a teambuff(atk%) if Manda apply a debuff(electrocute),but you can see screenshot no buff on Iola and Garius.
I suspect it has to do with Mandas passive ability:In addition, each time the hero and the turrets successfully inflict Electrocuted, each turret gains 1 stack of Attack Up
