In S3 Rot has a passive ability that would apply poison on basic attacks. In S4 he no longer has that ability. Yet he still applies poison.

So intended behavior is that boss does apply Poison (as he did in S3)?

Colossal Scavenger's normal attacks have a chance to inflict poison damage. This is intentional behavior; however, it was not mentioned in the description due to an oversight. We will fix this in future updates.
