Dear Traveler,

I am sorry for any inconvenience caused. The Season Summon Tickets are items used for participating in the limited summoning event at the beginning of the season. There are three types of tickets: Common, Premium, and Supreme. We have not made any secret changes to the summoning rules. When you mentioned about definitely getting the new hero added in Season 4, it must be referring to the S4 Featured Summons. Here is a detailed explanation about the rules of the Forthfaring Summon and the differences between the different summoning tickets:

During the summoning event, the probability of obtaining heroes of various rarities is consistent with the base probability of using normal heliolite dice. If you consecutively summon 9 times without getting a Legendary hero, the 10th summon will guarantee you a Legendary hero.

However, when you use the supreme summon tickets for summoning, the probability of obtaining the new hero of the season is significantly increased, and you may summon any one of the newly added heroes. If you use the premium tickets for summoning, the probability of getting the new hero of the season slightly increases, but you cannot summon some of the newly added heroes. When you use the common ticket for summoning, you will not be able to summon some of the newly added heroes.

The Tickets worked that way in all seasons so far and never have been announced as "only new heroes". For New heroes is the exclusive S4 banner.

Gold is a better s4 exclusive chance, purple is s4 exclusive standard chance and blue is just s4 lego chance afaik. They've always been able to give any season hero though

Exclusives are only on gold. Purple has no ex and a bunch of old heroes. Blue no ex and even more bunch of old heroes I guess.
