I have 15 teams made, only 10 available (it also says 10/15) and another 5 locked for not having the extra teams/bread thing bought (useless this late in the season).
Why are my last teams locked? Because they were above slot15 in the queue and the queue doesn't move unused teams backward when there's room available?
