Use of the word "ret*rd" is frowned upon in most english-speaking countries.
In a dictionary it means "to reduce or prevent something in progress" but it's a slur against disabled people as well. It would likely be better received if it were changed to "Prevent Enemy Spellcasting" or something similar.
This word is even banned from use in this discord!
