After completing the task of Fully exploring the Forest of Spirits. You can unlock the Portal near the Grave of Venom. Then you can walk directly to the Grave of Venom on the map.

You'll get there eventually by playing through the main storyline btw. You'll just be more limited on gear until then. It's not a big deal.
You'll know you're there when you get close to that place you got dragon-breathed at the start of nytheria. Right before you met Immeral.

Yes, if the teleport is not working it's a bad thing. I don't think they can hotfix it really quickly though, sadly. But it's not a big deal! You can clear everything in chapter 1 with common gear.
