if the domains were immediately level 5 unlocked, more people would do them for the initial rewards than doing boss fights. in fact, it would be ideal if domain 5 was the only tier available and was worth points requisite to 11m shadows boss clear (about that now). This way, the entire server would clear all domain 5 on day 1 in addition to doing 12 boss fights - and players unable to clear 11m power boss rewards would still have an outlet for points. certainly would allow for global quest clearance a bit easier and more quickly.
