Possible Alladiah passive bug

Alladiah passive should apply attack down when ally with shield is hit. However it seems the check to see if ally has shield is done after he is hit - meaning if the attack is strong enough to remove all shield no attack penalty is applied. The skill description is vague enough so hard to say if that is intended behavior. Note however that it makes her quite useless in places where she was supposed to shine like Vortex or Grave of Curse. I would like confirmation whether it is intended or bug before deciding to scroll her.
Note that you can see in video that if the attack does not break shield her passive works so it is only problematic case when shield is broken.
