One of the biggest ways for a live service game to engage with their users is to provide patch notes in a clearly available place. Things like champion releases, boss changes, etc all aggregated in a single place.

I suggest getting in the habit of doing this, as it's a good way to tell your playerbase what you've been doing and build a dialogue with them. It also results in less of a nasty surprise when something isn't outlined perfectly in game.

I think its hard to release ahead of time unless they are 99% sure of the changes... because if there are last min changes to the patch note, players may get disappointment.

Pretty sure most patch notes are these kind of blobs.

If you are looking at announcement before changes are done, I think they could do have some kind of official announcement page where there are some roadmaps.
eg.

  1. purple dice with lego drop rate
  2. afk xp farming
  3. pvp rebalance

with some semblance of a timeline like Q2, Q3...
