If you are referring to ‘Ultimate Down’, then you can find ‘Special’ in Filter & Sort and then you will see ‘Ultimate Down’.

Nope @agile forge OP is referring to "Recharge speed penalty" debuff (the one that Rose has on battle skill for example), not the Ultimate down ability. And indeed it is missing.

@agile forge not ulti down recharge speed penalty , those skill work differently like lethender, rose and Gradrus.... It's not there. I should get a prize.
