This means that his ult damage will be Extra two times. But he won't attack extra 2 ults.

There is no damage difference between when he has rally and when he doesn't. So something isn't working.

i do have a weird theory which is that if the 1st tick kills the opponent, the subsequent blast doesnt show/come out. will be difficult to test this though... dummies in drill grd cant die

@gusty spear @fallen hearth The enemies in the image are very low that you need a very little power to kill them. so as @fallen hearth said, they died from the first Ult. you can test Philto's Ult on Bosses or Vortex Boss and you will see his ult triggering extra 2 times as mentioned.
