Inspiration 2 on Vicana 'increases the chance of the battle skill effect by 15%'. Fully scrolled (75% base + 25% lvl 4), Vicana already has 100% battle skill chance. Was the inspiration 2 effect an oversight? It seems wasteful to have 115% BS. Perhaps this was targeted for those who wouldn't scroll the hero? From my best recollection, no other hero has a redundant inspiration effect like this.
