#If fathomdown is a defense character, why is his damage based on attack? Doesn't it make sense?

bunch of other tanks have the same attack scaling, just depends on their kit. ofc, those other ones tend to be trash... bionphray for example also scales mostly on attack but a little defense. so you load him up to be a tank with defense and he does very little damage. unless he's an NPC, then he is a monster who pops your entire team lol. just how it goes

So, but this is unfortunate, see the example of Quaesitia, it is defensive and has damage based on defense. I see a defense character with attack-based damage as ridiculous, that is, almost no damage. Is this a way to balance the character??

His kit without the damage is very effective at least.

Attack down, good survivability and decent aoe damage even without building attack.

With the option to build him glass cannon for pvp or goblin lair

It's basically just so you don't get a character with obscene utility, damage, and tankiness at the same time. Look at theodemer for how toxic that can be.

Garius healing scales of his defense as well.

The question is whether you’d like useless heroes or heroes that can retain some utility as there seems no interest in turning old useless heroes into usable ones.
