Using an ultimate skill during a combat skill's animation cancels the combat skill's effect

At 23 seconds into the video, you can see that using Rose's ultimate during her combat skill animation will completely cancel the combat skill. In this case, the combat skill goes into cd. This may be intentional behavior, but it makes the already unreliable combat skill mechanics even more unreliable.

A small clarification: this is not a problem specifically with Rose, but with the entire mechanics of using skills and all the heroes in the game
