Rose Ultimate is designed to clear debuffs from the 2 lowest health percentage allies. When my allies are fully healed with a shield - it is considering hte shield in this check or it is not targetting the lowest MAX HP meaning I cannot configure my team to clear my main damage dealer for the end world boss.

We would like to inform you that Rose's ultimate worked as intended. Additionally, Rose's ultimate will heal the ally with the lowest percentage of HP. If all ally heroes have full HP, she will heal them in the order they were dragged to the battlefield. We suggest adjusting the order in which heroes are dragged to the battlefield.
