ive noticed that sometimes when lorentheel does his rally ult that rally champs dont recieve the buff. Can anyone explain?

It looks like you are holding on to his Ult for some amount of time. His ultimate is the Domain creation, his Rally giving happens on his Passive when his Ult bar fills up (not when it is released)
The Atk Buff happens when he uses Rally to cast his Ult, so if it’s been >10s that he has been holding on to it he won’t have Rally unless another character gives him Rally

We would like to let you know that Lorentheel's ultimate needs Lorentheel to have an rally buff to apply a 40% attack buff to all rally champs .According to the video provided by you when Lorentheel releases his ultimate skill, Lorentheel does not have the rally buff, so rally champs will not get the 40% attack buff.

So there are two buffs that Lorentheel gives: Rally on filling Ult, and Atk Up when casting Ult with Rally. You don’t provide a long enough Video clip to understand the full timing here, so just going on what I’m seeing which is that both Lorentheel starts the screen recording without Rally and Lorentheels Ult Bar is full and not on Auto. This seems to indicate that it was been >10s since Lorentheel last fully charged his Ult bar and therefore the 10s Rally granted by his Passive has worn off of both Lorentheel & Philto. This means that when Lorentheel casts his Ultimate, he only grants the Domain (not the 40% Atk Buff) and then Philto Ultimates without Rally, he doesn’t get Ultimate Recharge from Lorentheel’s Domain.
I’m assuming that the boss doesn’t have Dispel Buff or Buff Prohibition based on the number of other buffs on the team

ive ran this team 2 seasons now and this is the first time ive ever had an issue with rally. Didnt have a problem last season end game against the dragon nor either season vortex or any season fey. Im not the only one having this issue

If you get a screen recording from the time just before Lorentheel fills up his Ult to when Philto casts his Ult without Rally then it will be easier to determine the issue

Lorentheel does not grant Rally on his Ult, he grants Rally when his Ult Bar is filled

The domain gives additional buffs when Rally characters consume Rally using their Ult, but doesn’t give Rally
So if you run say a 30s rotation (iirc what the boss uses) and your cooldown is slightly less than 20s he will grant himself Ult slightly before the 20s mark and it will wear off just before the 30s mark
With his granting himself 25% recharge when casting his Ult if you have him at a 20s CD (fully scrolled) if you time him with a 15s rotation and the proper starting time, you can guarantee he will give Rally and his Ult at the correct time for a 30s rotation

For shorter rotation battles you don’t really run into this issue because even on full auto he grants 10s of Rally every 15s with no skill haste or Incense Burner, and that’s probably where people are getting tripped up

Yeah, if it’s consistently a 30s rotation it’s safe to keep him at a 15s cooldown even with an 18.7s CD as long as your first Ult is within 10s of the initial recharge because it will only be a few seconds of holding his Ult, and guarantees you Rally during those windows
Rally can be a bit of a pain with timing, especially when you also throw Alton in the mix and he might cast his Battle Skill (which consumes Rally) after Loren’s Ult but before his own, and therefore not get the 25% recharge all the time
