I lifted Donella's cage, then put it back down and the quest moved forward as if I had freed her. I spoke to her through the cage and continued the quest. I wasn't allowed to try and lift the cage anymore.
Quest wasn't interrupted. Just reporting an error on how this quest is supposed to proceed.
In this screenshot, I have already spoken to Donella and the quest moved on to talk to the next npc on the right.
Here you can see I spoke to that npc and on the top left in the mini map, you can see all of the next objectives.
