Lorentheel grants attack up when he uses ultimate under rally. In the video, the second time you used ultimate was when rally expired.

yeah, rally is granted when the ultimate is ready, it doesn't matter when you actually use the ultimate. so you waited too long, and the rally buff expired. watch the icons closely, but rally is granted immediately when the ultimate is ready. I have Lorentheel and I learned this as well when I was wondering what happened 😄

Lorentheel's ultimate skill needs to under rally buff status on himself, he can apply an attack up buff of 40% to all allies, in the video, when Lorentheel released the second ultimate. Lorentheel is not under the rally status.
