Thanks for the update. If you check my account, you will see that I purchased a lot before and I did not encounter that issue. Again the issue only happened after the recent update. And I only encountered this issue in your game. I am not experiencing that issue in other games.

Please make sure whether the Google Play account's country selected is correct or not.
If you logged into several Google Play store accounts, it is recommended that you keep only the same Google account on Google Play as the one used to download the game app and try again.
Try clearing the cache of Google's three-piece set (the three-piece set includes Google service architecture, Googleplay store, and Googleplay service projects)
My question is how come this only happened after the recent update in your game? Again I only experienced this issue in your game. I am playing other mobile games right now and I am not getting that issue when I make purchases. That's why I don't think the issue is on my Google Play settings.
If I can make purchases in other games, then it means the issue is in your game. Something must have been changed when you made the update that is causing the issue.

Other than that just to be sure - you haven't used a VPN or are currently in a country that DH is not available in? And no recent moves to other locations? If no, this is still a known issue/bug with the Google Play Store for a couple of years now.
If none of the steps from the link work, Google Play Store support can still fix it when you contact them, from what I gather. As far as we're aware, no recent change was made with DH that could affect the shop, and no other similar reports have cropped up.

No vpn.. This is not my first time making a purchase in game.. Been making purchases since Sept and did not encounter any issues.
I'm just thinking it might be with the update because after that I can no longer make a purchase but in other games I can make purchases with no issues. If it's my Google play account then I believe I shouldn't be able to purchase in other games but I am able to do that.
Will give it a few days and see if the issue will resolve on its own.

I'm not sure who has the issue because again I am able to purchase using the same google play account that has a different gmail account linked in other games.
I used the link that you gave where I can purchase on a website.. After I purchased on the website I was able to purchase via Google play again
Maybe your game fixed the issue by itself and allowed me to use Google play again
