Caledo's battle skill does not target the ally with the lowest current HP, it targets instead the closest ally.

Can see from the screenshot that the ally protection from Caledo is applied to Martina, who has much more HP than Wellby. The HP can be deduced from the fact they both have heal recoverry over time 1% max hp per second, so you can see since Wellby has lowest amount healed, he has lowest max hp. It is also of course the case, as I know since I equipt them.

Your observation regarding the 1% HP recovery volume per second can only explain that the Max HP of Wellby is the lowest, it can't stand for current HP volume. Furthermore, we have tested Caledo's Battle skill and can confirm that it is functioning correctly.

I did another test, this time on dummies.

martina clearly has both more MAX hp and Current HP.

In addition, I noticed the problem with Caledo's skill in resurgent dragon fight (season 1), I ran that team many times, Wellby always gradually gets very low in HP first, and he always dies first, way before Martina, and he NEVER got ally protection from Caledo, despite also being adjacent to Caledo (not that it should matter).

I just tested it with another champ with Wellby, if Wellby had highest attake, he gets the ally protection

In anycase, it does not do what it says on the skill description. I am satisfied I now know how it actually works, but FYI, it the description appears to be wrong. This is not hard to verify.
