Bug : As you can see in the video Shinnah is not getting the healing over time buff when she receives a buff as per the Vortex bonuses for this week. The other 4 champions are getting it but not her. I also tried moving her position but still the same outcome.

Regarding the Shinnah issue you mentioned, this is a normal game setup. The buff Shinnah got was a special buff, and Sea Deity got a different buff that week, so there's nothing unusual here.

check the screenshots attached. Shinnah has the same buff as Rose but she doesn't get the Recovery over time
this Vortex bonus is for this week... not a different week
also, look at all my team. 4 of them have Recovery over time, but not Shinnah

Those Gold bordered buffs are the “special buffs” and don’t operate like normal buffs in many cases (they can’t be dispelled, they don’t trigger AB, they don’t trigger “When this user gets a buff…” etc, so Crit Damage Up, Hit Recovery were normal buffs that trigger. Rose probably got her Battle Skills “Enlightenment Up” for 5s and since Hit Recovery lasts for 10s it probably faded before this screenshot (which looks to be 7-8s after getting the buff based on the time left). Similarly Beldelle has a 5s Crit Damage Up for their Battle Skill, which would have also faded since the hit recovery lasts for 10s
