Ironmaiden does not apply atk debuff on Vortexboss.
I put over 280 acc on Gillian to hit the debuff but it never triggers.

After testing by our team, the artifact Iron Maiden of Blackened Visage can take effect normally without any abnormalities. It is worth noting that the shield provided by this artifact lasts for 10 seconds. If the shield duration ends normally and is not broken by the boss's damage, the debuff will not be applied to the enemy that caused the highest damage. This is most likely why the effect is not triggered in your screen recording.

You can see it in the recording at 10 sec and 55. Gillian is in this test my champ with highest hp to get hit by the boss skill and break the iron maiden shield. You can clearly see that the shield ist broken and her hp drops down.
In other test on the map it works as intended but not vortex
