When Elecebre ults in the middle of Journ’s ult, Journ does not return to his original location when his ult began, but is instead dropped wherever he is in the middle of his ult. I cannot tell for sure if this also cancels out Journ’s ult but it’s what it looks like. I’m not interested in losing more arena fights to a bug in order to get video, and that’s more than enough information.

This is a normal game setting. It can be understood that the Charmed effect control of Elecebre's ultimate skill interrupts the effect of Journ's displacement.

That is an intended effect? Aside from limited knockback moves where moving an opponent is a listed effect in the description, I have yet to see any other manner in which someone is able to adjust the position of (particularly ranged) characters of an enemy.
Circumstantially, this sounds less intentional and more “acceptable” when it would take effort to resolve.

I've seen that too, but I think it is normal, because I also used that against enemies in pve where it works same way. Basically if you successfully use Ele's Charm on opponent during his ult then his ult is cancelled. Journ ult consists of moving forward, dropping the bomb and going back. It is not surprise then that it can happen that Journ moves forward and then his ult is cancelled and he therefore stays in front line. @vivid vault
