I've already submitted a bug report days ago, some bosses changed their skill timing after the last patch. E.g. Errich, Jathalea and Thalendor Continental challenge bosses now have a 18s cycle instead of 20s

No, have been using Enna and Vicuc for debugging on every cycle. Flame has recycle rate of 18 secs, so must be recharging in that time, but I had to level them up. Was working on 18 secs repeats yesterday, and Sigrid to below 15 secs for one of the dungeons

few different ways. ultimate recharge down, ultimate up, skill haste, certain artifacts can all make them able to be within the 18 second window'
His enna according to your reference is sitting at 40 skill haste, this brings her cooldown in the 18 range, so thats the difference i think you're missing.
If you are currently starting season 2 then skill haste gear will not be available through grave of rot yet, the only way to achieve this is by using the goblin set currently.
Just gotta work with whats available at the moment
